M1 with 16GB or M2 with 8GB?

Hi yall. I'm considering to buy a mac. Mainly for PHP development using Docker and technologies around this ecosystem. Nothing too sophisticated, mobile, or stuff like that. I have three main doubts:

1. The one in the title.  What to choose among a M1 processor with 8GB memory ($999 USD),  M1 with 16GB ($1199 USD), and a M2 with 8GB ($1099 USD), considering price difference?
2. Do I have to worry about anything if I use an institutional email to get the $150 USD Apple Educational discount?
3. I'm a brazilian guy, my father is going to the US, and will bring it for me. Any risk in this regard?

se memoria ram nao for problema vai no M2 , se for precisar usar dependendo da IDE ela usa bastante a RAM quando um projeto muito grande e aberto , então tem que ver o seu projeto e o que precisa....
