Engineering has determined that this issue behaves as intended based on the following information:
In short, when dragging is enabled, we need to hold off on sending a click until we know an additional half-tap (to begin drag) *isn't* arriving. If we put the button state down as soon as a finger touched down, we would end up with quite long 'presses' rather than clicks (as we couldn't put the button back up until we knew a drag wasn't beginning). Such long presses have undesirable side effects, as not all apps interpret such long presses as clicks.
So, this behaves correctly.
